Hey, have you considered using Lua? As far as I know it is on a free license, for example the Nintendo DS had a switch project called "µLua DS". Another idea is to design Visual Programming something like "Bolt" in Unity or "Blueprint" in Unreal Engine, best regards and sorry for my English, I use translator.
