#3 Yes, and via sharing your game in the programs tab, then going to the friends tab, pressing r, and selecting submit

It's worth noting that your Switch friends can still access your shared programs from the friend section without you having to submit them. Submitting one will give you an ID which, if approved, can be shared with anyone, whether or not they are a friend on your console :)
